Friend no.1 says "I think you may need a Bulgarian dictionary for this one. I don't speak the language at all, but it appears to say "This memorial [something] from the comrades [something].""

Well I never, there's a Bulgarian translation site online.
If the inscription reads "този паметникъ е [с] граден от другарите съ селени" then it may mean "this gravestone/memorial was built by friends/comrades among the villagers".
I'm not at all sure about the last two words which may be "свое лени" - "by friends/comrades of his... " - and then whatever лени might mean.
The c in square brackets seems to be surplus to requirements - neither "ес" nor "сграден" have any meaning as far as I can find.

Superb sleuthing ... I guess in literal terms we are looking at:
'This gravestone is from your friends in your village'
Any chance of identifying the 'village' do you think or is this not mentioned ...?

There don't seem to be any surplus words that might identify the village - but perhaps Trajan's neighbour can help. I don't think I am wrong about граден, which I have translated "built", but it may just be that Eсграден (Esgraden) is a place name.

I also had the word 'built' or 'building' but it didn't seem to fit. I also had what I thought was a placename (Ogradena?) pop up at one point with the translator software saying 'did you mean' and replying 'Yes', but I couldn't persuade myself it was accurate.

Agreed, the C is definitely a C - the O and C forms are quite carefully differentiated. Which is why I think my first transliteration with съ is correct.

Aha, this is friend no.2, arriving late:
