In 2 years time the centenery of  the opening shots of WW1 were exchanged at Mons, between Germany, and as the Kaiser described our expeditionary force "That Contemtable Little Army"

I know its still 2 years away but does anyone know if there are any ceremonies planned in Mons to mark the occasion ?

The museum in the town has been undergoing some changes, and will re-open officially on Saturday, August 23rd, 2014.
There will also be ceremonies to mark the centenary on the next day, Sunday, but they have, as yet, not been finalised.

The opening shots of the war had taken place more than two weeks before ...

You have your quote wrong Kaiser Bill said "A contemptuously small army for such a big job" he was paying a compliment in fact. UK propaganda decided to mistranslate the phrase deliberately "Truth is the first casualty in war".
